What is HRDF?

Human Resources Development Fund (HRDF) is an organization developed under Human Resources Ministry established in 1993 under the legal requirements of the Human Resources Development Act 1992.

Levies are collected from employers to produce a fund that will be used for the employees’ training grant assistance.

Training grant assistance is to help employees to take training by using the fund from HRDF.

EMPLOYER GRANT SCHEMES:

Financial Assistance

  1. Skim Bantuan Latihan Khas – SBL-KHAS

Financial Assistance

  • Course fees
  • Meal allowance

  • Airfare Ticket OR Transportation
  1. Skim Latihan Bersama – SLB

Financial Assistance

  • The Cost of training will be divided as per the number of employers who joining the training depending on the number of trainees.
  1. Industrial Training Scheme – ITS

Financial Assistance

  • Monthly Allowance: Max RM500/month/trainee
  • Personal Protective Equipment: 1 set only
  • Insurance Coverage (if any)
  1. Future Workers Training – FWT

In House Trainees Financial Assistance

  • Internal Trainer’s Allowance OR External Trainer Fee RM1,000/day/group
  • If trainees less than 5, Internal Trainer’s Allowance or External Trainer Fee at the rate of RM25/trainee/hour
  • Monthly Allowance for Trainee(s) RM1,000/month/trainee

Other Claimable Cost:

Public Trainees Financial Assistance

  • Course Fee (Public Programme)
  • RM1,300/day/pax
  • Other Claimable Cost:
  • Daily Allowance
  1. On Job Training – OJT

Financial Assistance:

  • RM50/hour/trainee
  • Examination as per the actual cost/pax (Self – Learning)
  • Learning material (as per receipt) (Self – Learning)
  • *i.e: Books/journal/online submission
  1. Computer-Based Training – CBT

Financial Assistance:

  • 100% approval (subject to the availability of Grant Balance)
  1. Information Technology – IT

Financial Assistance:

  • Maximum of RM25,000
  • Applications can be made once in every 3 years for Headquarter and Branches
  • The number of desktop/laptop as per 1 unit: 5 employee’s ratio
  1. Recognition of Prior Learning – RPL

Financial Assistance:

  • Registration Fee RM300/pax/level charged by the DSD
  1. Training Facilities & Renovation – ALAT

Financial Assistance:

  • 100% subject to a maximum of 30% of the levy balance as at 1st January in the year the application is submitted

STRATEGIC INITIATIVES’ SCHEMES:

Industry Certification – INDCERT

Financial Assistance:

  • Course fee – 50% course fee will be funded by HRDF, subjected to RM5,000 per trainee meanwhile for SMEs, 100% course fee will be funded by HRDF, subjected to RM10,000 per trainee (subject to availability of funds). The balance amount will be borne by employers using the HRDF claimable levy.
  • The allowance will also be borne by employers using the HRD Levy.

Sistem Latihan Dual Nasional – SLDN-APPRENTICESHIP

Financial Assistance:

  • Course fee – the maximum amount funded by PSMB is RM10,000 per pax. However, if the course fee is more than RM10,000, the balance amount will be borne by employers using the HRD levy.
  • Trainee Monthly Allowance will also be borne by employers using the HRD Levy.

Recognition of Prior Experiential Learning –RPEL

Financial Assistance:

  • RM 1,300 per trainees will be funded by PSMB for certification fees and other cost incurred throughout the certification processes
  • Competency gap training cost is not covered by PSMB

Graduate Enhancement Programme for Employability – GENERATE 2.0

Financial Assistance:

  • Course fee – the maximum amount funded by PSMB is RM10,000 per pax. However, if the course fee is more than RM10,000, the balance amount will be borne by employers using the HRD levy.
  • The allowance will also be borne by employers using the HRD Levy.

Develop Your Management Skills –SME GRADUATE

Financial Assistance:

  • The course fee will be fully funded by PSMB
  • The allowance will also be borne by employers using the HRD Levy

 

Who Should Register?

Section 13(1) of PSMB Act 2001 stipulates that every employer who is covered under the Act is required to register with PSMB within such time and manner as may be prescribed.

●  disposal, including the building of a ship or the assembly of parts of a ship.

MINING & QUARRYING SECTOR

●      Petroleum and Gas Extraction

●      Mineral and Stone Quarrying
      

*Failing to do so, the company will be fined RM 10,000.00, face up to a year imprisonment or both (Section 13 (2))

For Employer

Step 1:  Application via e-TRiS

Documents Required :

  • Invoice
  • Training Schedule / Course Contentix B1 endorsed by DSD
  • Trainer Profile

Step 2:  Approval

Step 3: Claim

Documents Required :

  • Receipt & invoice (training fees)
  • Itinerary (airfare) – if any
  • Receipt & Invoice (transportation) – if any

Submission via e-TRiS under SBL scheme.

How To Check Claim Status?

  • Login to the e-TRiS system through HRDF Portal
  • Please click on the ‘Applications
  • Select from the menu and click on ‘Claim‘.
  • Choose ‘Search / Withdraw Claims
HOW TO GET THE CLAIMS REPORT?
  • Go to HRDF Portal and login to the e-TRiS system
  • Please click on the ‘Applications
  • Select from the menu and click on ‘Claim
  • Choose ‘Daily Claim Listing For Employers

HOW TO CLAIM?

Applications must be submitted online in the eTRiS system,

  • Login to HRDF Portal and launch eTRiS >
  • Click on Application icon >
  • Click on Claim>
  • Choose Submit Claims with Grants>
  • Please fill in the online form together and attach with the supporting document, then click on Submit button.

What Are the Benefits?

Funds for training benefitting both employer and employee as there is a study stated that with HRDF, 1% Trained employee = 3% productivity and 25% promoted from unskilled to skilled jobs.

Financial assistance is given to enhance the skills of the workforce.
